Pang Kwok Wai has over 40 years’ experience in the railway industry covering design, maintenance, management development and multi-discipline large scale projects. His last post in the Mass Transit Railway Corporation of Hong Kong was the Infrastructure Development & Engineering Asset Manager, who acts as the Asset Owner to coordinate with all infrastructure related Project Teams (including Civil, Power, Track, Signal, Control & Communications) on design, implementation, testing of all new Lines, Extensions and major asset replacements to assure that they comply with the operation, maintenance, safety and recovery requirements at the lowest Life Cycle Cost and minimal impact to existing services.
After leaving MTR, he was the Executive Vice President for the Hong Kong Nicaragua Development Group planning for construction of the Nicaragua Canal. At present, he is the Committee Member of the Institute of Railway Signal Engineers (Hong Kong Section), a Visiting Professor of the Beijing Jiatong University, Senior Consultant for China Railway Construction Corporation Hong Kong Limited, Project Director for contract M1162 of the Guangzhou-Shenzhen-Hong Kong High Speed Rail, Senior Consultant for the China Railway Signal & Communications Group focusing on Contract CP-203 in India, Chief Technical Officer for China Railway Signal & Communications Group (US Office) …. etc.

Ir CS Chang obtained his BSc degree in Electrical Engineering majoring in software from the University of Hong Kong and an MBA degree from Chinese University of Hong Kong.
CS is a professional railway system engineer with over 35 years of international project experience. CS possesses a wealth of knowledge and experience in the management of multi-disciplinary and sophisticated railway systems for mega size railway projects. In addition, he has extensive experience in the design of modern railway control rooms as human factors and ergonomic specialist.
He has worked for Hong Kong MTR Corporation and KCRC for more than 20 years. He is now in the railway consultancy business as Chairman of Key Direction Limited and CEO of Pypun-KD & Associates Limited, Chairman of Tres Engineering Consultants Sdn Bhd (Malaysia) and Tres Engineering Consultants Pte Ltd (Singapore) with projects in various cities in the world. He is also the CEO for the training company, KCG Corporation Limited, which is organizing technical training courses in Asia.
CS is also a Part-Time Lecturer in the CUHK, Adjunct Lecturer in Singapore Polytechnic, Adjunct Faculty in Asia Institute of Technology Thailand, Associate Faculty in Singapore Railway Academy, Member of Board of Syllabus for UniKL Malaysia, External Examiner for VTC, Industrial Advisor for City University of HK and Fellow of HK MTR Academy. Professionally, CS is a Chartered Engineer, Registered Professional Engineer, Fellow of IET, HKIE and IRSE.
