The IET Engineering Conference is one of the events to be held by IET Hong Kong in 2021 to celebrate the 150th anniversary of the IET. To continue to be relevant to our stakeholders and ensure the IET is resilient enough to survive the next 150 years and with the sole purpose of Working to Engineer a Better World, it is the mission of the IET to Inspire, Inform and Influence the global engineering community, supporting technology innovation to meet the needs of society. The IET announced “IET Strategy 2030” on how the engineering profession will make a difference over the next 10 years.
With the theme “Our World in 2030”, the Engineering Conference echo the “IET Strategy 2030” to invite government official, industrial leader, specialist and scholar to share their visions and insights on the chosen Societal Challenges in IET Strategy 2030, namely Digital Futures and Sustainable Planet, and discuss on the needs and challenges of our audiences so that together we continue to innovate, advocate and drive the agenda for Engineering and Technology to 2030 and beyond.

She is a loyal supporter for challenges and continuous education. Besides her endless pursuit of knowledge herself, she has dedicated much of her time to young people, especially with the aim to foster creativity and interests in science and engineering. That includes organizing, mentoring, presenting, and judging in many student and young engineer events and programmes. This passion coincides with Hong Kong’s focus on STEM education in recent years. She had been the STEM Programme Coordinator for the Institution of Engineering and Technology (IET) Hong Kong, bringing 20 years of STEM works and researches from the IET headquarter in UK to Hong Kong and establishing local STEM programmes, such as the Hong Kong STEM Task Force, Hong Kong STEM Ambassador Programme, and STEM 4 Girls Programme. Moreover, she is the Chairlady of the Talent Cultivation Committee of the Greater Bay Area International IT Industry Association and the Honorary Secretary of Smart City Academy.
A strong preacher of equality, diversity and inclusion in the local industry, Justina helped the IET Young Woman Engineer of the Year Award to launch in Hong Kong for the first time in 2019, celebrating accomplished local young woman engineers and encouraging them to become role models for young girls with talents in the STEM subjects.
She is currently a Council Member of the IET in its UK headquarter and the Chairlady for the IET Hong Kong Branch Committee. Moreover, she is a Member of the Smart City Consortium Talent Cultivation Committee, a Member of the Cyberport Entrepreneurship Centre Advisory Group, a Co-op Member of the Industry Training Advisory Committee of the Hong Kong Government Qualifications Framework, and a Member of the Assessment Panel of government funds. She was also a Research Fellow of the Lingnan University STEAM Education and Research Centre and the Coordinator for HKAAST Youth Programme, developing STEM programmes for young scientists and engineers, such as the Seedling Ambassador Programme.
She has received the Hong Kong Elite Professional Ladies 2017 Award in recognition of her works for the industry.

Mr Victor Lam Wai-kiu joined the Hong Kong Government as an Analyst/Programmer in August 1985, immediately after graduation from the University of Hong Kong, majoring in Computer Studies.
As an information technology (IT) professional, Mr Lam has provided IT services to various government departments, including the Housing Department, the Customs and Excise Department, the former Trade Department and the former Information Technology Services Department. He took up the appointment as Government Chief Information Officer on 6 July 2018 to champion the development of information and communications technology, smart city and digital government in Hong Kong.

Victor O.K. Li received SB, SM, EE and ScD degrees in Electrical Engineering and Computer Science from MIT. Prof. Li is Chair of Information Engineering and Cheng Yu-Tung Professor in Sustainable Development at the Department of Electrical & Electronic Engineering (EEE) at the University of Hong Kong (HKU). He is the Director of the HKU-Cambridge AI to Advance Well-being and Society Research Platform. He was the Head of EEE, Assoc. Dean (Research) of Engineering, and Managing Director of Versitech Ltd., the technology transfer and commercial arm of HKU. He serves on the board of Sunevision Holdings Ltd., listed on the Hong Kong Stock Exchange. He is Co-founder and Chairman of the Board of Fano Labs Ltd., an award-winning artificial intelligence (AI) company specializing in natural language processing. Previously, he was Professor of Electrical Engineering at the University of Southern California (USC), Los Angeles, California, USA, and Director of the USC Communication Sciences Institute. His research interests include big data, AI, optimization techniques, and their applications to important societal problems. He has received numerous awards, including the PRC Ministry of Education Changjiang Chair Professorship at Tsinghua University, the UK Royal Academy of Engineering Senior Visiting Fellowship in Communications, the Croucher Foundation Senior Research Fellowship, and the Bronze Bauhinia Star, Government of the HKSAR. He is a Fellow of the Hong Kong Academy of Engineering Sciences, the IEEE, the IAE, and the HKIE.

Ir Dr. Anthony Lo is Director of Residential Customer Experience at CLP Power Hong Kong Limited. Dr. Lo oversaw all aspects of business customer services and established partnerships with customers from the business sectors before he took up this position.
At present, he actively involves in formulating residential customer development strategies, exploring innovative technologies and energy saving solutions, providing value-added services for driving the implementation of energy efficiency and conservation and renewable applications in helping customers to achieve sustainability goals and combat climate change.
Moreover, Dr. Lo takes a leading role in developing digital customer transformation, which can support and enable the company’s transformation into a Utility of the Future. He develops a centre of excellence for enabling digital customer experience and providing customers with new and seamless digital experience so as to enjoy the company’s digital services across various communication channels.

Mr. H.W. Chan is a widely experienced Engineering Manager, Communications, Control and Network, who has over 30 years of related exposures, most of which have been associated with the MTR Corporation in Hong Kong. Mr. Chan has broad experience in a number of railways around the region with in-depth knowledge in many Internet of Things, telecom and control facilities in use by railways. He leads a team of managers and engineers to drive innovation and technology development by introducing smart technologies for enhancement of railway safety, operations and maintenance efficiency as well as customer experience.
Mr. Chan is also responsible for network and cyber security of all Operation Technology (OT), overseeing the corporate data network, cyber security infrastructure and all connected communication and control systems of the Hong Kong railway. He also manages a Data Studio to support all the data processing needs arising from the railway operations and maintenance.
He holds a Bachelor degree of Science in Engineering from The University of Hong Kong. He is also a Chartered Engineer of UK, a member of the Hong Kong Institution of Engineers (HKIE), the Institution of Railway Signal Engineers (IRSE) and the Institute of Electrical and Electronics Engineers (IEEE).

Dr. Winnie Tang JP is an Adjunct Professor in the Department of Computer Science, Faculty of Engineering, Department of Geography, Faculty of Social Sciences and Faculty of Architecture at the University of Hong Kong (HKU). She is one of the local born IT entrepreneurs from Hong Kong. In the 1990s, Dr. Tang founded Esri China (Hong Kong) Limited to develop and promote Geographic Information System (GIS) software and solutions. She is also the Founder and Honorary President of Smart City Consortium. Over the years, she has been actively advocating the use of technology and sharing her views regarding the ICT industry, eHealth, environmental conservation, entrepreneurship and smart city through her services in government and non-government organizations in Hong Kong.In recognition of Dr Tang’s work, she has been awarded the Honorary Fellow by Lingnan University in 2020, the Distinguished Alumni by the Faculty of Science, HKU in 2009, the Ten Outstanding Young Persons in 2006, the Women of Influence – Young Achiever of the Year Award by the American Chamber of Commerce in 2004 and the Ten Outstanding Young Digi Persons Selection in 2001
